Is Al Davis intentionally trying to keep the Raiders in a perpetual state of instability on purpose or what?

yes, it appears rather obvious that davis has no idea how to run a football team as an owner. nobody is gonna wanna coach there soon, and nobody is going to want to play for them.. and no wonder they can never seem to sell out their stadium.
