How is Qwest internet service in regards to downloading privacy?

I'm wondering if anyone has had any experiences with Qwest in regards to downloading privacy? I've heard that Comcast actually monitors online activity and will send warning letters and e-mails regarding copyright infringements. Please spare me the lectures on illegal downloads as I do not participate in this activity and I would like info merely to help in making a choice for internet provider based on the providers respect of privacy.
