How does natural indicators work?

I used red cabbage as my natural indicator and tested on tap water, to find out the pH. It turned out that the colour remain unchanged ( still purple), this means that the pH of tap water is 14? But I thought that tap water should be almost near pH 7 (neutral)... I'm confused... anyone? XD
